Free zone company formation in the UAE

A free zone company is licensed by the authority of the zone it joins, and the UAE has 40+ free zones, each with its own activity list and rules. We help you shortlist zones that fit your activity, prepare and submit your application, and explain when you also need the Department of Economy and Tourism (DET) to work on the Dubai mainland.

Overview

How free zone company formation works

Free zones are designated areas with their own licensing authority and regulations. When you form a free zone company, the zone, not DET, issues your license, sets the activities you can choose from and decides which premises and visa options apply. Because each zone writes its own rules, two zones can treat the same activity quite differently.

The UAE has 40+ free zones, and the UAE Embassy in Washington, DC lists 46. Some are built around particular sectors, while others accept a broad range of activities. Rather than starting from a zone's name or a headline price, we start from your activity, your customers and your visa needs, then shortlist the zones that genuinely fit.

The main trade-off is market access. A free zone company is designed to operate inside its zone and internationally. Working on the Dubai mainland requires DET authorisation, and Executive Council Resolution No. 11 of 2025 now sets out exactly how that works. If most of your customers are on the mainland, we will say so and compare a mainland company too.

Details that save time

Working on the Dubai mainland from a free zone

Executive Council Resolution No. 11 of 2025 sets the rules for free zone companies that want to carry out activities in Dubai outside their zone. Every route needs DET authorisation and the prior approval of your free zone authority, plus any other government approvals the activity requires. A branch does not have a separate legal personality from its parent, and mainland activity must be recorded in separate financial accounts.

  • Branch outside the free zone: a DET license for a branch located in Dubai, valid for one year and renewable
  • Branch licensed from the free zone: a DET license issued for one year and renewable, applied for with the memorandum of association (MOA), the free zone trade license and the manager's passport and Emirates ID
  • Temporary permit: up to six months, for some of your activities, and only where the activity is on the list DET and the licensing authorities issue
  • Your existing free zone workforce can be used for authorised mainland work

How to compare free zones without getting lost

Headline prices rarely tell the whole story. These are the questions we answer for each shortlisted zone before you decide.

  • Does the zone list your exact activity, or only something close to it?
  • Which premises options are available, and how many visas does each allow?
  • What does renewal involve each year, and which costs recur?
  • Will most of your customers be in the zone, abroad or on the mainland?
  • Does the activity need approval from another regulator before the zone can license it?

Common reasons free zone applications stall

Most hold-ups come from small inconsistencies: a shareholder name spelled differently across documents, corporate papers that haven't been attested for the UAE, an activity description that doesn't match the zone's list, or a business plan that leaves the zone with questions. We check all of these before submission so the zone can assess your file in one pass.

Ask on WhatsApp
How many free zones are there in the UAE?

There are 40+ free zones across the UAE, and the UAE Embassy in Washington, DC lists 46. Each has its own authority, activity list and rules, so the total matters less than finding the few that accept your activity and offer the visa and premises options you need. We shortlist those for you.

Can a free zone company trade on the Dubai mainland?

Only with authorisation from DET. Executive Council Resolution No. 11 of 2025 gives three routes: a branch outside the free zone, a branch licensed from the free zone, or a temporary permit for listed activities. Branch licenses run for one year and can be renewed, and the temporary permit lasts up to six months. Trading without one is not allowed.

Free zone or mainland: which suits me?

Look first at where your customers are. If most are on the Dubai mainland, a mainland company licensed by DET is usually simpler. If they are mostly abroad or inside the zone, or your activity fits a sector-focused zone, a free zone can suit you well. We compare both for your activity before you commit.

How many visas can a free zone company get?

It depends on the zone and the premises option you choose, so there is no single number. Each zone sets its own visa allocation, often linked to the type of workspace you take. Residence visas are then issued after medical tests and Emirates ID registration, with decisions made by the immigration authorities. We check the allocation for every shortlisted zone.

What does a free zone license cost?

Each free zone sets its own fees, so the cost depends on the zone, your activity, the premises option and the number of visas. Government and zone fees are paid at cost. Our service fee is quoted separately in writing before we start, so you can compare the full cost of each shortlisted zone side by side.

Can a foreigner own 100% of a free zone company?

Yes. Invest in Dubai, the government's investment portal, promotes Dubai's free zones for full foreign ownership, so you don't need a UAE national shareholder. Each zone's regulations still set the company types it registers, who can be a shareholder and which activities it accepts. If a company will be a shareholder, its incorporation documents must be attested for UAE use before the zone accepts them.

Is a free zone company exempt from UAE corporate tax?

Not automatically. A free zone company that meets the conditions for a Qualifying Free Zone Person pays 0% corporate tax on qualifying income and 9% on taxable income that isn't qualifying. The conditions include carrying out its core income-generating activities in the zone, and the UAE government portal notes that incentives depend on not operating on the mainland. Free zone companies still register with the Federal Tax Authority (FTA), which decides how the rules apply.

What is the difference between an FZE and an FZCO?

The difference is the number of shareholders. In Jebel Ali Free Zone (JAFZA), a Free Zone Establishment (FZE) is a limited liability company with a single shareholder, while a Free Zone Company (FZCO) has between 2 and 50 shareholders. Shareholders can be individuals or companies, and in both cases liability is limited to the capital paid. Other zones use their own company types and limits, so we check your chosen zone's rules.

How long does it take to get a free zone license?

At the time of writing, the UAE government portal says free zone license approval through a zone authority's online application takes up to 14 working days. Your own timeline also depends on the zone, any pre-approval your activity needs from another regulator, and how quickly passport copies and attested corporate documents are ready. Once you choose a zone, we map each stage and tell you where waiting is likely.

How do I choose the right free zone for my business?

Start with your activity, then narrow the list by visas, premises and customers. Check that the zone lists your exact activity, compare its workspace options and the visas each allows, and look at the yearly renewal costs, not just the first year. Think about where most customers will be, because mainland work needs DET authorisation. Each of the 40+ zones has its own regulations, so we compare a shortlist side by side.
