Employment visa and work permit in the UAE

Hiring a foreign employee means a work permit, an entry permit or change of status, a medical test, Emirates ID and a registered labour contract. We run each step for your company, while the Ministry of Human Resources and Emiratisation (MOHRE), the General Directorate of Residency and Foreigners Affairs Dubai (GDRFA Dubai) and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) make the decisions.

Overview

How employment visas work for employers

An employment visa lets your company sponsor a foreign employee's UAE residence. It rests on two sets of approvals. MOHRE handles the work permit and registers the labour contract, and the immigration side, GDRFA Dubai and ICP, handles the entry permit, residence and Emirates ID. Both depend on your company's files being in order before anything moves.

For workers coming from outside the UAE, the employer applies to MOHRE for the work permit through UAE PASS, the national digital identity, and the medical test and labour contract follow once the worker arrives. That is the sequence MOHRE has described publicly. Portals and steps are updated from time to time, so we confirm the current process before each hire.

Your duties continue after the visa is issued. In Dubai you must provide staff health insurance, which the Dubai Health Authority (DHA) regulates. Employees need Involuntary Loss of Employment (ILOE) insurance, salaries run through the Wage Protection System (WPS), and Emiratisation targets may apply depending on your size. We flag each one while the visa is in progress.

Who it's for

Who it's for

  • 01

    Companies hiring from abroad

You have chosen a candidate outside the UAE and need a work permit and entry permit before they travel.

  • 02

    Companies hiring in the UAE

Your new employee is already in the country, on a visit visa or moving from another employer, and needs a change of status or transfer.

  • 03

    Newly licensed companies

You are sponsoring your first employees, so the establishment card and MOHRE registration need setting up first.

  • 04

    Growing teams

You hire regularly and want one team keeping work permits, contracts, insurance and renewals in step.

Our part

What we do, and what we don't

Clear boundaries, so you know exactly what you're paying for and who decides each step.

  • Typing the labour contract and submitting it for registration

Documents

Documents you'll need

  • Valid trade license and establishment card
  • MOHRE establishment registration and a company signatory with UAE PASS
  • Employee's passport copy and a recent photo
  • Offer letter signed by the employee, in MOHRE's format
  • Attested educational certificates, where the job title needs them

Fees and timing

Two fees, shown separately

  • Government fees, paid at cost

Work permit fees are set by MOHRE, and entry permit, residence and Emirates ID fees by GDRFA Dubai and ICP. The medical test, health insurance and ILOE are separate. All are paid at cost, and we confirm the amounts for each hire before you pay.

  • Global Sky PRO service fee

Quoted in writing before we start, so you know the full cost up front.

  • Timing

Timing depends on MOHRE and immigration processing, whether the employee is inside or outside the UAE, and how quickly medical and biometrics are done. A complete file avoids most back-and-forth, and we give you a realistic estimate for each hire.

Details that save time

Employer duties that sit alongside the visa

A work visa is not the end of the process. These rules apply to most Dubai employers and are worth checking before every hire. Where a rule has changed recently, we confirm the current position with you before you rely on it.

  • Health insurance: Dubai employers must insure their staff and renew cover every year. The DHA fine is AED 500 per person per month, collected automatically when the visa is renewed.
  • ILOE: subscription is mandatory for employees, free zones included. Published premiums are AED 5 or AED 10 a month, and the fine for not subscribing has been set at AED 400.
  • Emiratisation: MOHRE targets have required companies with 50 or more staff to raise their Emirati share by 2% a year, reaching 10% by the end of 2026. Selected companies with 20 to 49 staff are expected to employ two Emiratis.
  • WPS: salaries for MOHRE-registered staff are paid through the Wage Protection System. Our HR services cover payroll and WPS in detail.

How to check a work permit or visa status

Employers can track work permit applications through MOHRE's online services, and residence applications through the GDRFA Dubai and ICP channels. Employees can usually look up their own permit details through MOHRE's enquiry services, using the reference numbers on their documents.

When we handle the file, we send you each status change as it happens, so you don't need to log in to several systems or chase updates yourself. If a status shows a problem, such as a request for documents, we tell you what is needed and prepare it.

Common reasons work permits and visas are delayed

Most hold-ups are avoidable with a check before submission.

  • A job title that doesn't match the company's licensed activities
  • An expired trade license or establishment card
  • Unattested certificates for roles where qualifications must be shown
  • Offer letter and labour contract terms that don't match
  • Health insurance not in place when residence is applied for
  • Missed medical or biometrics appointments
  • Unpaid fines on the company's MOHRE or immigration file

Ask on WhatsApp
How does an employer get a work permit in the UAE?

The employer applies to MOHRE through its online channels with UAE PASS, once the company's license and MOHRE registration are active. For workers from outside the UAE, the medical test and labour contract follow after arrival. We prepare the offer letter and application and track it, and MOHRE makes the decision.

What documents are needed for an employment visa?

From the company: a valid trade license, establishment card and MOHRE registration. From the employee: a passport copy, photo, signed offer letter, attested certificates where the role needs them, and their current visa if they are already in the UAE. In Dubai, the employee's health insurance must also be in place.

How long does a work visa take?

It depends on MOHRE and the immigration authorities, whether the employee is inside or outside the UAE, and how quickly the medical test and biometrics are done. We don't quote a standard time because it varies, but once we have seen the file we can tell you what to expect, and we update you at each step.

How can I check my work visa status?

Employees can check work permit details through MOHRE's online enquiry services, and residence details through GDRFA Dubai or ICP, using the reference numbers on their documents. If we are handling your company's application, we send you each status update directly, so nobody needs to check several portals.

What does a work visa cost in the UAE?

There is no single figure. MOHRE sets work permit fees, GDRFA Dubai and ICP set entry permit, residence and Emirates ID fees, and the medical test, health insurance and ILOE are separate. We list each one at cost and quote our own service fee separately, in writing, before you hire.

Do Emiratisation targets affect my hiring?

They can, depending on your headcount. Larger private companies have had yearly targets for Emirati hiring, rising towards 10% by the end of 2026, and selected smaller companies have a target of their own. Because these rules are reviewed regularly, we check where your company stands before you plan a hiring round.

What types of work permit does MOHRE issue?

The UAE government portal lists 13 MOHRE work permit types. They cover recruiting a worker from outside the UAE, transferring a worker between employers, hiring a resident on family sponsorship and employing a Golden Visa holder, plus temporary, mission, part-time, juvenile, student training, UAE and GCC national, national trainee, freelance and private teacher permits. Recruitment, transfer and family-sponsorship permits are valid for two years.

Why do MOHRE work permit fees differ between companies?

MOHRE work permit fees depend on your company's classification. The UAE government portal states that issuing and renewing a work permit costs from AED 250 to AED 3,450, and that companies with a history of violations and non-compliance are placed in category C. Keeping your MOHRE file free of violations keeps you out of that category. We confirm the figure for your company before you pay anything.

How long is an employment residence visa valid in Dubai?

GDRFA Dubai issues private sector residence permits for two years. At the time of writing, it lists an expected completion time of 48 hours and a residence permit fee of AED 200, with Knowledge Dirham and Innovation Dirham charges on top and an extra AED 100 a year where residence runs beyond two years. We note each renewal date so the work permit, health insurance and residence don't lapse.

How do I cancel an employee's work permit and visa when they leave?

Start with MOHRE: request cancellation of the work permit, settle any fines for late issuance or non-renewal, and confirm the employee has received all their entitlements. GDRFA Dubai then cancels the residence, using MOHRE's work permit cancellation extract, with an expected completion time of 48 hours. Its cancellation page states a 60-day grace period to stay in the UAE, though some residence types differ, so we confirm it for each employee.
