Masdar City Free Zone offers three legal structures: a Free Zone Limited Liability Company (FZ-LLC), a branch of a foreign company and a branch of a UAE company. Its Company Registration Regulations require at least one natural person as director and set no minimum or maximum share capital unless the Registrar prescribes one.
The zone says you can choose from over 1,000 activities and combine related activities, subject to approval. Its Business Licensing Regulations grant a license for a term of one year from the date of grant, unless otherwise specified, so renewal is an annual step.
- FZ-LLC: an independent legal entity with shareholders, suited to new businesses
- Foreign branch: extends an international company into Abu Dhabi without a separate legal entity
- UAE branch: brings an existing UAE business into the zone under the same legal identity
- Activity categories include renewable energy, clean tech and information and communication technology, healthcare services, regional headquarters, trading and holding companies, and data centers

Your workspace sets how many visas your company can apply for. Masdar City Free Zone publishes a visa allocation for each desk type and says commercial leasing determines visa eligibility, operational capacity and compliance with free zone regulations.
Beyond desks, the zone offers serviced offices and custom-built commercial spaces, and Masdar City lists build-to-suit spaces, retail space and land for commercial, residential and light industrial use. Its One-Stop Shop covers visa services including medical checks, dependents sponsorship and Emirates ID card processing.
- Flexi Desk Lite: allocation of 1 visa
- Flexi Desk: allocation of 2 visas
- Flexi Desk Plus: allocation of 3 visas
- Dedicated Desk: allocation of 4 visas
- The zone works with Abu Dhabi's General Directorate of Residency and Foreigners Affairs on residency visas, and with the Abu Dhabi Resident's Office on Golden Visa applications
Masdar City Free Zone groups companies into industry clusters linked to Abu Dhabi government initiatives. If your business fits a cluster, the Abu Dhabi body behind it may also have a role in your setup, so we check that early.
- Life sciences: health research and innovation, with the Department of Health – Abu Dhabi and the Abu Dhabi Investment Office (ADIO)
- Smart mobility: the Smart and Autonomous Vehicle Industry (SAVI) cluster, established by the Abu Dhabi Department of Economic Development and ADIO in October 2023
- Artificial intelligence: research and development alongside Mohamed bin Zayed University of Artificial Intelligence (MBZUAI)
- Energy: clean technologies, energy efficiency and sustainable energy solutions
- Space-tech: the Space Economic Zone, launched in 2022 with the UAE Space Agency
- Agri-tech: the AgriFood Growth and Water Abundance (AGWA) cluster, led by ADIO
Masdar City Free Zone registers and licenses companies, while other bodies oversee specific sectors. It names ADIO for investment support, the UAE Space Agency for space technology and the Department of Health – Abu Dhabi for life sciences businesses. The zone also gives companies the option to be governed by Abu Dhabi Global Market (ADGM) common law.
To operate outside the zone or carry out commercial activities on the UAE mainland, the Company Registration Regulations require a no objection certificate (NOC) from Masdar City Free Zone, plus every license, permit or approval needed from the authorities in that jurisdiction. Masdar City also lists dual licensing among its benefits, so we confirm the current route for your activity.
- Beneficial ownership records follow Cabinet Decision No. (109) of 2023
- Designated non-financial businesses and professions must register on goAML under Federal Law No. 20 of 2018
- Telemarketing follows Cabinet Resolution No. (56) of 2024
The three zones suit different kinds of technology business. Masdar City Free Zone is built around research and innovation clusters in Abu Dhabi, Khalifa Economic Zones Abu Dhabi (KEZAD) around industry and logistics next to Khalifa Port, and Dubai Silicon Oasis (DSO) around tech-focused companies in Dubai.
- Masdar City Free Zone: FZ-LLC or branch; life sciences, AI, smart mobility, energy, space-tech and agri-tech clusters; desks with published visa allocations

Headline offers rarely tell the whole story. We answer these for your activity before you decide.
- Is your exact activity on Masdar City Free Zone's official list, or only something close to it?
- Does the activity need approval from another regulator first?
- Which workspace options are available, and how many visas does each allow?
- What does renewal involve each year, and which costs recur?
- Will most of your customers be in the zone, abroad or on the mainland?
