Who can certify a true copy in Dubai
There are two main routes. The first is the body that issued the document. Many UAE authorities certify copies of their own records; the Dubai Development Authority, for example, offers attested true copies of documents it issued, such as commercial licenses and articles of association, through its online portal. This route is usually the strongest, because the issuer is vouching for its own document.
The second route is a notary public. Dubai's notaries include government notaries at the courts and private notaries registered on the official roll, and some of their services run remotely after a video identity check. In general, a notary confirms that the copy matches the original put in front of them, not that the original is genuine, which is why some offices still prefer the issuer's certification.
For documents issued abroad, a copy certified in the issuing country would have to pass through that country's own steps before the UAE embassy and MOFA. Whether that works, or whether the receiving office wants the attested original instead, depends on the document, and we confirm it before you start.
